摘 要:中国城市国有经济能否进入农村集体土地空间,是公有制经济与非公有制经济在农村实现共同发展的关键。文章通过思辨方法认为,国家应该确立和保障村民集体完全土地占有权及其土地财产权,给予农村土地国家终极所有权保障基础上的二级保障。这样,农村集体土地直接流转形成的土地使用权就具有与国有土地对等的国家保障力,城市国有经济就具有农村集体土地空间生存权,这为城乡各种所有制经济的融合发展创造了条件。The key to realize the mutual development of public ownership and non-public ownership economy in rural areas lies in whether urban state-owned economy can enter the space of rural collective land. By means of theoretical analysis, the paper finds out that the nation should es- tablish and guarantee the complete land possession right and land property right of villagers, ren- dering rural land the second guarantee on the basis of the national ultimate ownership. In this way, land use right from the direct circulation of rural collective land owns the state security equal to that of the state-owned land, and urban state-owned economy has the right to subsistence in the space of rural collective land. All these create the conditions for different kinds of urban and rural ownership economies to integrate and develop.
