摘　　要：根据群众体育所处的发展背景而进行战略设计和道路选择是当前一个重要的课题。在分析群众体育变迁与转型现状的基础上,提出了主要促进模式的观点并进一步分析了群众体育的阶段性归属问题。分析认为,公共政策在群众体育发展中的当代意义主要体现在制度化与模式化作用、彰显公共利益的价值取向、提升需求与实践空间以及有效的"上游干预"等方面。It is an important topic to design the strategy and select the development means based on the developmental background in the field of sports for all.Based on the analysis of the vicissitude and transformation of sports for all,this article puts forward the stimulating mode and continues to analyze the ascription of sports for all at the present stage.It is held that the present significance for the public policy in sports for all is included in the institutional and stimulating mode effect.Also it secures the public benefit,promote needs and emphasizes practice.Moreover,it conducts the administration on the upper stage.
