摘　　要：近年来,我国各地疫苗安全事件不时发生,尤以第二类疫苗情况为甚。究其原因,主要是行政不当管制、监管机制不健全、监管工作不力等因素。基于宪政视角,第二类疫苗监管机制改革方向应秉持"宪政、善治"的新理念,建立、完善、落实相关体制机制,转变政府职能、结构、运行方式,调适政府调控与市场调节的关系,加强公共卫生服务体系建设,力求实现保障公民健康权这一监管工作新愿景。In recent years,vaccine safety incidents happen from time to time in our country,especially in the second type of vaccine case.Investigating its reason,it is mainly due to improper control,imperfect supervision mechanism,poor job of supervision,and other factors.Based on the constitutional perspective,the second vaccine＇s reform should be grasps ＂the Constitutional governance,good governance ＂new concept.Establish,perfect and carry out the relevant system mechanism.Transform the functions,structure,operation mode of our government Adjust the relationship between government regulation and market regulation.Strengthen the public service system construction and strive to achieve,＂safeguard citizen health right ＂,the new vision of supervision work.
