公共图书馆免费开放对公共文化服务的促进作用

摘　　要：公共图书馆免费开放缩小了不同经济社会地位的人们之间的"知识沟",激发社会发展的精神动力,提供新时期所需的基本技能,但也带来了一些新问题。因此,公共图书馆应创新管理模式,提升公共图书馆的运行效率,更好地为农村与弱势群体服务和保存地方珍贵文献。论述了公共文化服务是公共图书馆的重要社会功能,分析了提高公共图书馆在公共文化服务中作用的问题,在借鉴西方发达国家公共图书馆管理模式的基础上,对免费开放后的公共图书馆提出了具体的改进措施和建议。The free opening of the public libraries has narrowed the knowledge gap among the persons with different economic and social status, stimulated the spiritual power for social development, and provided some basic skills needed by the new period. However, it also brought about some negative issues. Therefore, the public libraries should innovate the management mode,improve the operating efficiency,and serve better the rural areas and disadvantaged groups and preserve local precious literatures. Based on borrowing ideas from the management modes of the public libraries in western developed countries, this paper puts forward some concrete improvement measures and suggestions for the public libraries after free opening.
