摘　　要：根据科学发展观内涵,从科技投入与产出、科技对经济和社会的影响等方面构建科学技术评价指标体系,通过标准差修正G1法确定指标权重,建立基于标准差修正G1组合赋权的科学技术评价模型,并对我国2001～2007的科学技术发展水平进行评价。通过标准差修正G1法确定组合权重,使得组合权重既反映了专家意见又反映了指标的数据信息,避免了在主观赋权中指标重要性标度人为主观确定缺少客观依据的问题。通过对中国的科学技术评价,找出了影响我国科技发展的主要影响因素,对国家制定科技发展的政策提供参考。According to the connotation of scientific development concept,which is putting people first and aiming at the comprehensive,coordinated and sustainable development,a comprehensive evaluation index system of science and technology is established through widely choosing and filtrating indexes.The paper builds the evaluation model based on the evaluation rules such as science and technology input/output,impact of science and technology on economy and society and the weighing method of revised G1 by standard deviation,and analyzes Chinese state of Science and Technology from 2001 to 2007.The contribution characteristics of the paper lie in two aspects.Firstly,the new weighing way of revised G1 can reflect expert opinion and data information,which avoids the problem of subjectively deciding the important indicators lacking in impersonal basis.Secondly,the paper finds out the impact of the main factors through the evaluation of China＇s science and technology,which provides reference for national policy-making of science and technology development.
