摘 要:政府绩效评价是当前政府工作研究的重点和热点问题,国内主要期刊近年来刊发了大量的政府绩效评价论文。基于2006~2010年CSSCI收录的关于政府绩效的151篇研究论文,从评价理论、评价主体、研究对象和评价方法四个维度进行系统分析,发现:目前我国尚未建立系统的政府绩效评价理论体系;各级政府及职能部门是主要的评价主体,公众及社会组织的参与度相对较低;研究对象涉及全面绩效、政策绩效、财政绩效、项目绩效、电子政务绩效、创新绩效等6个方面;评价方法主要侧重于定量分析与通用管理,实证方法运用较少。基于研究,提出构建具有中国特色的政府绩效评价理论和方法体系,拓展评价主体和研究对象领域,全面促进政府行政效率提高和绩效的改善。Government performance evaluation is the hotspot and key issue in government work at present.The leading Chinese journals have published lots of papers on it in recent years.This paper thoroughly reviews 151 government performance evaluation studies which published in CSSCI during 2006-2010.We analyze the current situation of government performance studies from four dimensions,namely,evaluation theory,evaluation body,research objects and evaluation methods.This paper finds that our country has not built theory system of government performance evaluation at present.Governments at all levels and functions are the main evaluation bodies,while the participation of public and social organization is relatively low.Research objects involve six aspects,namely,overall performance,policy performance,financial performance,project performance,e-government performance and innovation performance.Evaluation methods mostly focus on quantitative analysis and general management,but empirical method uses less.Based on research,this paper puts forward government performance evaluation theories and method systems with Chinese characteristics,expands the evaluation body and research object fields,and promotes the government administrative efficiency comprehensively and performance improvement.
