城市创新绩效综合评价体系及其实证应用

摘　　要：文章提出的我国城市创新体系创新绩效综合评价体系,分别从创新业绩和创新效率两方面对城市创新体系进行全面综合评价,以我国目前五大创新型城市的创新实践和实际数据对该评价体系进行综合实证分析,结果与五大城市的创新实践基本吻合。研究表明该城市创新绩效综合评价体系具有一定的可靠性、实用性,如果实时利用该评价体系对我国城市创新体系的构建过程进行监测和对策研究,对各城市制定创新战略、调配创新资源、提高创新效率、发展创新环境等都有重要的理论及实践意义。This paper constructed the comprehensive performance evaluation system of the innovative cities which is used to make the overall and comprehensive evaluation to the innovation performance of cities separately from the both points of the innovation achievements and innovation efficiency. Finally, the study made an empirical analysis of the evaluation system by use of the actual data of China＇s current five innovative cities, and the result is basically consistent to the innovation practice of those 5 cities. The study showed that the evaluation system is reliable and practical. If the real-time monitoring and the countermeasure research are carried on to the different stages of the cities＇ innovation development by the use of this the evaluation system, it will provide the important reference value and practical significance. The evaluation result will have important theoretical and practical significance to developing innovative strategies, the configuration of innovative resources, enhancement of the efficiency of innovation and the development of innovative environment etc.
