摘　　要：从完善规划行政许可制度入手,探讨《城乡规划法》实施背景下规划行政许可工作的整体制度性建设。根据《城乡规划法》和《行政许可法》的有关规定,现阶段,必须增强社会主义市场经济条件下对规划行政许可行为的本质认识,精简规划行政许可的范围与程序,完善规划行政许可管理工作机构设置,明晰管理权限,规范规划行政许可形式,加强公众参与和规划行政许可监督检查,进一步完善我国规划行政许可制度。This paper argues that the whole institutional construction of the urban and rural planning administrative licensing system under the ＂Urban and Rural Planning Law＂.According to the ＂Urban and Rural Planning Law＂ and the ＂Administrative Licensing Law ＂,in the present stage,we must strengthen the socialist market economy on the urban and rural planning acts of understanding the nature of administrative licensing,streamline the planning and procedures of administrative licensing,comprehensive the institutional settings of planning administrative license management,clarity management authority and standardize the form of administrative license,strengthen public participation and supervision of administrative license.
