摘 要:约翰·W·金顿的多源流分析框架为分析政策议程设定提供了有力视角,以此考察我国环保NGO在政策议程中的参与,参与内容集中在问题源流中的"焦点"和政策源流中的"软化",参与方式以非制度化参与和制度化间接参与为主,多源流多要素参与及制度化参与不足。改善环保NGO政策议程参与机制的途径包括:在问题源流中形成政策问题触发机制;在政策源流中形成政策方案开发机制;在政治源流中形成政策软化机制;在三大源流的汇合中形成协调合作机制。John W.Kingdaon's Multiple-stream Framework provides a powerful perspective for analysis on policy agenda setting, From this perspective to examine Chinese environmental NGO's policy participation, we may find that the content of policy participation mainly focused on the 'focus' in the problem stream and 'softening' in the policy stream; the way of policy participation is mainly non-institutionalized participation and indirect participation, while lacking multiple stream participation and institutionalized participation. Approaches to of improving mechanisms for environmental NGO's policy participation includes the following aspects: To form a trigger mechanism for policy problem in the problem stream; to form a mechanism for policy program development in the policy stream; and to form a coordination and cooperation mechanism in confluence of the three streams.
