摘　　要：选取区域循环经济指标体系的理论值和实践值为研究样本,提出了区域循环经济阶段性实施效果评价模型。依据实施年份实施效果模型分析,针对在产业和消费领域的循环经济发展重点问题提出优化模型;在原有的指标体系的基础上,结合产业和消费领域的优化模型来适时调整建设措施,优化重构区域循环经济的指标体系,并用于指导该区域后续循环经济建设。优化后的指标体系将为区域循环经济发展的目标调整提供理论依据,也可作为循环经济绩效考核的重要技术指标。In this study;practical and theory data of regional circular economic indicators were selected as the research samples,and an evaluation model of periodic implementation effect was built. In addition, based on analysis of the evaluation model, an optimal model of circular economic development was also proposed, which aim to the key problem of industrial and consumer areas. Meanwhile, on the basis of original indicator system, a real-time adjustment was established by combining with the optimal model of consumer areas,and a new evaluation indicator system for circular economy was designed for guiding the subsequent circular economy construction. By using this, a theoretical basis may provide for the future regional circular economic adjustment, and an important technical indicator may also established for the economic performance assessment.
