摘　　要：加快社会保障体系建设,完善失业保险制度是我国新时期政府工作的主要任务之一。筹资是失业保险制度发挥积极作用的基本前提。目前,我国失业保险资金存在筹资规模较小、统筹层次较低、高收入者积极性受挫等问题,其根本原因在于我国失业保险制度筹资体制的设计存在一定缺陷,没能适应我国经济新形势、就业等情况。面对新局面,急需对现有失业保险筹资制度进行完善,并适时适度、分步开展失业保险筹资机制的创新工作。The renovation and development of the unemployment insurance system is one of the main tasks of Chinese government,and stable fund is its basic requirement.However,there exist several defects of the unemployment insurance fund including small financing scale,low level plan as a whole and little enthusiasm among high-incoming people.These defects reflect the designing problems of the financing system which fails to take into account of the new situation of China.So the revision of the financing system is imperatively needed.
