摘 要:随着经济的快速发展,湖北农村面源污染有持续、快速扩散的趋势,已成为农村水污染防治的重点。当前农村一家一户的耕作方式和门类齐全的产业结构,高度依赖农药化肥的生产方式和无基本污染处理的生活模式,使农村面源污染呈现"点多、面广、分散、处理难"的特点。农村面源污染难以像工业点源污染那样集中治理,需要设计出一套政府、企业、公众共同参与的公共治理机制。课题组通过走访相关部门,进行问卷调查等方式获得基本数据,并对数据进行了深入分析,建立了相关数学模型。针对湖北农村面源污染管理过程中存在的认识不足、引导不足、投入不足及细则不足等"四个不足",提出了建立和完善宣传教育机制、民众参与机制、多元补偿机制及法制保障机制的建议。With the rapid economic development,rural non-point source pollution in Hubei appears a trend of sustained and rapid spread.It has become the focus of water pollution in rural areas.Because of the current rural farming methods,a complete range of industrial structure,highly dependence of pesticides and fertilizers production methods and basic pollution-free process of living,the rural non-point source pollution presents characteristics of'many points,wide dispersion,handling difficulty'.Rural non-point source pollution is not as easy as industrial point source pollution to be maneged centralized,which needs to design a set of public governance mechanism involving government,business and public participation. Group visited the relevant departments to conduct surveys and obtained basic data,then conducted in-depth analysis of the data,and established a mathematical model.For rural non-point source pollution management in Hubei,there are lack of knowledge,guidance,inadequate investment and details.Group proposes to establish and improve public education mechanism,public participation mechanism,multi-compensationmechanism and the legal protection mechanism.
