关于加快中国非常规天然气对外合作的建议

摘　　要：经过近30年的对外开放,中国在石油天然气对外合作方面取得了较大的成绩。然而,随着中国天然气市场和外部环境的变化,中国现行的对外合作政策亟待进一步完善和调整:①现行的对外油气合作条例急需完善;②颁布的相关法规和条例缺乏配套的实施细则,实际执行起来存在一定的难度;③煤层气与煤炭矿业权重叠问题已经严重影响到了煤层气资源的开发利用;④天然气输配管网缺乏有效的协调和监管。为了加快中国非常规天然气的对外合作步伐,特提出如下建议:①尽快出台《天然气法》,为天然气产业健康快速发展提供法律基础和制度保障;②提升对外合作的水平,促进煤层气产业快速发展;③尽快完善对外合作政策,加快非常规天然气开发利用步伐;④逐步实施管道第三方准入机制,加强对管道的监管;⑤加强统筹,兼顾实际,有效解决煤炭与煤层气矿权重叠问题;⑥协调各方利益,统筹规划重要煤层气田开发与长输管网建设;⑦探讨解决外方权益气销售问题,更好地吸引外资参与我国天然气资源的勘探和开发。After reform and opening up drive over the past 3 decades,China has made great achievements in foreign cooperation projects in the oil and gas industry.However,along with the change of global environment and domestic natural gas market,the current policies on foreign cooperation need to be further completed and adjusted from the following aspects.(1) The existing regulations for oil and gas foreign cooperation projects should be completed;(2) For lack of the implementing regulations,the issued related laws and policies are difficult to carry out;(3) The cross and repeated mining rights between coal and coalbed methane gas have been bottlenecks of exploitation and utilization of coalbed methane gas resources;(4) The existing gas grid lacks effective regulation and supervision.In order to fasten the pace of the foreign cooperation in exploring and exploiting more unconventional natural gas resources in China,the following proposals are presented herein:(1) The Natural Gas Laws & Regulations should be issued as soon as possible to provide legal foundation and institutional guarantee for the healthy and rapid development of natural gas industry;(2)The level of foreign cooperation should be enhanced to promote the rapid development of coalbed methane gas industry;(3) Policies on foreign cooperation should be supplemented to speed up the exploration and development of unconventional natural gas resources;(4) The Third-Party access mechanism is implemented gradually to strength the supervision of pipelines;(5) More attention should be paid to overall planning and the actual situation to effectively solve the issue of cross and repeated mining rights;(6) Full-side benefits should be coordinated to have an overall plan of major coalbed methane gas field development and long-distance pipeline construction;(7) The gas sale rights of foreign stakeholders should be discussed to find the best solution,thereby to attract more foreign capital to enter into the exploration and development of natural gas resources in China.
