摘　　要：以低碳化的方式实施江苏沿海开发战略,是江苏沿海地区在后金融危机时代和应对全球气候变化的大背景下,适应快速工业化和城市化新要求,将区位和资源比较优势转变为竞争优势,实现后发至上、抢占未来发展制高点和可持续发展的战略抉择。低碳化的方式主要是以建设低碳化的现代港口群、构建低碳化的特色产业体系、建立低碳化开发滩涂资源新模式、推进低碳化的城市化建设为重点,集聚开发优势,形成开发特色,提高开发质量,减化开发风险,增强开发后劲,加快转变江苏沿海地区经济发展方式。Converting zones and resources comparative advantages into competitive advantages is a strategic decision to carry on Jiangsu coastal development in a low-carbon way for meeting the demand of the rapid industrialization and urbanization at post-financial crisis era and the background of global climate change.It can catch up the key point in the course of future development and make the latecomers surpass the old-timers to realize a sustainable development.The low-carbon way is to establish low-carbon modern port group and industrial system.create low-carbon modes to develop wetland resources and emphasize low-carbon urbanization construction.Thus it can assemble developing advantages to form developing characteristics,increase developing qualities,subtract developing risks,and strengthen further developing growth to accelerate transforming the approach of economic development of Jiangsu coastal area.
