从乡镇之视角探讨新型农村合作医疗大病统筹使用的公平性

摘　　要：目的:探讨江西省不同经济状况乡镇的大病统筹基金需方使用的公平性。方法:采用分层随机抽样抽取了5个样本县,并对其乡镇2009年新型农村合作医疗大病统筹基金补偿情况进行了普查,用集中指数反映公平性。结果:不同经济状况的乡镇新型农村合作医疗大病统筹住院总费用和实际报销费用的集中指数分别为0.037 8和0.040 7,经济状况最好组的参合率与实际补偿比最低,而次均住院费用和次均补偿费用最高。结论:不同经济状况的乡镇农民在新型农村合作医疗大病统筹基金使用上较为公平,新型农村合作医疗实施方案的科学制定在大病统筹基金使用的公平性方面发挥了重要作用。Objective： To explore the equity of the different towns in different economic situations using demand-side pool fund in Jiangxi Province.Methods： Using stratified random sampling methods sampled the five sampled counties and census them in 2009;Centralized Index（CI）reflected the fairness of compensation.Result： The CI of hospital total cost and the actual cost reimbursement were 0.037 8 and 0.040 7 respectively.Actual compensation proportion of the best economic towns was lowest;however,per capita hospital ex-penses and compensation fees each time of them were highest.Conclusion： Fairness is quite reasonable as the CI is not significant.New ru-ral cooperative medical system is very important in new farming poverty-stricken population fund use of fairness,and it is science formulation.
