摘　　要：公民获取政府电子文件信息权利已经成为今天电子时代公民所享有的重要的私权利,如何保障公民的该项权利已经引起了国外尤其是美国学者的高度关注,他们从立法的完善、公众的参与、加强政府在线信息资源建设、平衡相关法律关系等方面对此问题开展研究并取得了较为丰富的研究成果。但我国学界对该问题关注度不够,尚未有专门而系统的研究,现有的相关研究成果比较分散、研究视角较为单一、研究较为滞后。Citizen＇s right of access to government electronic records information is one of the important citizen＇s private rights.How to protect this citizen＇s right has become the research hotspot for the American researchers,and they have studied the topic from such aspects as the perfection of laws,participation of the public,construction of on-line government information resources,balancing the related legal relationships;however,in China the researchers have not paid enough attention to this topic,and there are no direct and systematic research achievements,and the related research achievements are scattered and lagging behind.
