基于政治协调的区域公共治理一体化困局及其消解

摘　　要：区域公共治理的特殊性质即区域公共利益空间维度模糊和利益之间交融渗透,使得区域公共治理一体化陷于难于挣脱的困局:区域基本公共服务非均衡的困局、区域政治资源流失的困局、区域利益关系的博弈的困局。区域政治协调的架构是区域外部的政治协调、区域层面的政治协调、区域地方的政治协调。以政治协调的路径破解区域公共治理一体化困局的路径主要是推进区域基本公共服务均等化为主要内容的政治协调、创新区域公共治理一体化的政治协调的组织形式、构建区域公共治理一体化的多元主体治理体系。The special features of regional public administration are the blurring of public interest space and the interlocking of benefits,which put the integration of regional public administration into dilemma,such as the unbalance in basic regional public services,the drain of regional political resources,and the conflicts among regional interests.The solutions for this dilemma are the political coordination out of the region,to the region and within the region.The thesis also proposes some concrete measures for the solution of this dilemma.
