摘　　要：当前,湖南面临提高对外开放水平、转变经济发展方式等良好的区域发展机遇,战略型投资者对投资环境的优化提出了更高的要求。地方政府对区域软实力的认识和投入不足已经成为制约投资环境优化,导致地方经济发展转型困难的主要原因。At present,Hunan faces good regional development opportunities such as the increasing level of opening,the mode change of economic development,and the optimization of investment environment has put forward higher requirements.Local government lacks awareness and investment on regional investment in soft power,which leads to the difficulties in transition of local economic development.
