摘　　要：土地调查的目的是全面查清土地资源及利用状况,掌握真实准确的土地基础数据,为科学规划、合理利用、有效保护土地资源,实施最严格的耕地保护制度,加强和改善宏观调控提供依据,促进经济社会全面协调可持续发展。自2007年7月启动了第二次全国土地调查,利用3S等先进技术,制作全国范围内不同尺度正射影像图。结合第二次全国土地调查底图生产经验,介绍SPOT5卫星影像的正射纠正、融合、镶嵌等方法,提出如何提高土地调查底图精度及生产效率。Land survey aims to make a thorough investigation of land resources and their utilization conditions and provide a basis for scientific planning,rational utilization,effective protection,implementation of most strict cultivated land protection policy,strengthening and improving macro control,and promote sustainable development of economy and society in an overall and coordinated way.Since initiation of second national land survey in July 2007,3S and other advanced technologies have been used to make nation-wide ortho-photo maps of different scales.Considering experiences from base map production during second national land survey,this paper introduced orthomaster,merging together and inlaying methods for spot5 landsat image and raised how to improve the precision of land survey base map and productivity.
