12320电话信息分析及其在突发公共卫生事件监测中应用

摘　　要：目的了解合肥市12320全国公共卫生公益电话的信息构成情况及其在突发公共卫生事件监测中的应用。方法根据电话记录,分类统计合肥市2009-2010年各类信息总频次及时间分布情况,分析疑似突发公共卫生事件信息报告的时间分布及其处置反馈效率。结果 12320电话信息涉及到健康体检、疫苗接种、防病知识咨询、市长热线"12345"移交电话处置、疑似突发公共卫生事件报告、其他如工作时间和地点询问等内容,其中有关疫苗接种咨询的信息最多,且在免疫强化活动期间明显增多;疑似突发公共卫生事件信息报告高峰主要集中在冬春交换季节和夏秋交换季节,从12320接到报告至现场初步核实反馈的平均时间为(115±14.97)min。结论 12320承担着疫情监测和舆情引导等多重职能,尤其在突发公共卫生事件信息报告中是个敏感的监测手段。Objective To understand the information composition collected by 12320 hotline and study on 12320 application in public health emergency surveillance system. Methods Call information of 12320 from 2009 to 2010 was collected, the frequency of all kinds of information and its time distribution were described, the time distribution and the emergency response efficiency of suspected public health emergency events reported to 12320 were analyzed. Results The calls information included consultations about health-screening, vaccine inoculation, knowledge of disease prevention, complaints handed over by mayor hotline ＂12345＂, reports of suspected public health emergency events, and others such as working time or locus. Among them, the consultations about vaccine inoculation accounted for the most and it was increased markedly during the vaccine mass immunization campaigns. The peak reports of suspected public health emergency events occurred at the seasonal exchange from winter to spring and from summer to autumn. The average time interval between the reporting of events and emergency verifying was （ 115 ＋ 14.97） minutes. Conclusions 12320 hotline undertakes multiple functions on the guide of public opinion and surveillance in public health emergency events, especially that it is a sensitive monitoring mean.
