摘　　要：着重抓好结构调整、提升改造与绿色发展等工作,是中国造纸工业"十二五"规划的重要内容。"十二五"时期,中国造纸工业需要加快调整产业结构、优化原料结构、增加原料的自给能力、不断提高装备的自主创新能力,向低碳、节能、减排、环保方向发展。The planning (draft) of China paper industry for 12th five-year plan was presented that paper industry should pay special attention to structural adjustment, innovation upgrade and green development. In addition, the planning will make the requirements on developmental speed, environmental protection, resources utilization and supporting policy for paper industry. Based on the planning, Mr. GU Min-da, a qualified expert of the committee of China Technical Association of Paper Industry and China Paper Association, expressed his own opinions on how to speed up the adjustment of industrial structure, find a low-carbon path, solve the supply of raw materials through a variety of channels, fasten the pace in localization of paper machinery.
