项目经费支出预算约束下的公立大学科研规制研究

摘　　要：从新规制经济学的视角,分析中国公立大学的政府规制环境,建立项目经费支出预算约束下的公立大学科研规制模型,研究模型的最优解。研究发现,当项目经费支出预算不充足时,公立大学的最优努力水平低于预算充足时的最优努力水平;当不考虑公立大学的参与约束时,社会福利函数最大化时所要求的公立大学的最优努力水平高于考虑公立大学参与约束时的最优努力水平。This paper studies the government regulation environment of public universities from the perspective of new regulation economics,and sets up a regulation model of research with project budget constraints.We analyze the optimal solution of the model,and reach two conclusions.The first one is that the public university＇s optimal effort level with insufficient budget is lower than that with sufficient budget;the second is that,the public university＇s optimal effort level required by maximizing social welfare with no IR condition is higher than that with IR condition.
