志书社会部类三议

摘　　要：社会部类收入内容应该在确保大的基础内容不缺失的情况下,给各志留有一个根据自身特点在细节上自由发挥、组合、取舍的空间,这样既保证了社会部类的完整性及整体分量不受影响,又照顾到各志地方特色的最大发挥。社会现象、社会问题应该成为第二轮志书社会部类记述的一个新领域。首轮志书的社会部类,由于概念界定上的原因导致先天不足,加之后天发育不良,在志书的各大部类中,通常扮演的是一个被忽视或弱化的角色。在全面总结首轮修志经验得失的今天,在大力倡导"以人为本"、四位一体推进社会主义"经济建设、政治建设、文化建设、社会建设"的大背景下,重新审视并提升社会部类在志书中的地位,不仅必要而且是迫切的。Contents included in the social category should, under the premise of ensuring no omission of major and basic contents, leave a space in which the respective local records can freely elaborate, assemble, accept or reject the details according to their respective characteristics, and thus not only the social category’s integrity and weight as a whole is guaranteed to be unaffected, but also the characteristics of various local records are taken account of and allowed to play to the fullest extent. Social phenomena and social issues should become a new area of recording for the social category of second-round local records. The social category in first-round local records, suffered from an inherent feeble constitution caused by definition problems, along with added mal-development in later stage, usually play a role that is neglected or weaken in the various categories of local records. Today when we try to fully summarize the experiences and gains and losses of first-round local records compilation, under the overall background of sparing no efforts in advocating putting people first, and pushing forward all at once socialist 'economic construction, political construction, cultural construction, and social construction', reexamining and uplifting the role of social category in local records becomes not only necessary but also urgent.
