摘　　要：美国第18条宪法修正案是美国宪法修正案中唯一一条以限制个人权利为目的的条款。本文从当时的文化背景和社会心理出发,重点分析了在该条文制定过程中四种不同社会力量对条令通过的影响,从而探讨该条修正案出台的特殊性和必然性。The Eighteenth Amendment,in American Constitution,is the only one up to now purposely restricting the human rights and freedom.The thesis starts from the consideration of contemporary social conditions,and then discusses mainly on the co-influences of four major social forces,and finally,shows that the unavoidability and the particularity in passing the 18th amendment.
