摘　　要：在公益性文献研究的基础上,对公益性的衡量主体及其本质进行了分析;运用公共产品理论对卫生服务进行分类,区分不同类型卫生服务的公益性程度,并对卫生服务公益性的性质、内容及表现形式进行了理论研究;最后,就如何实现卫生服务公益性提出了卫生改革配套措施、办院理念、医院管理人员能力、信息反馈几方面的建议。Based on the literatures about public welfare, the main measure and the essence of public welfare were analyzed; we distinguish between different types of health services by means of public goods theory. Meanwhile we focus on theoreti cal study about the nature of public welfare on health services, contents and its forms. Finally, we tried to give some feasible advices on how to achieve health reform package of measures proposed, the concept of running the hospitals, hospital management, and information feedback and so on.
