摘　　要：依据云南水利发展相关历史数据和资料,从云南省农村水利投入和水利设施运行现状出发,分析了目前存在的主要问题及其原因,着重从政府职能和政策、投入运营机制、土地使用制度、基层水利管理和民政沟通渠道建设等方面,提出改进云南农村水利投入和运行机制的对策和建议。Based on the relevant historical data and information of the development of water resources in Yunnan Province,the existing problems and causes were analyzed according to the status quo of investment and operation of water conservancy facilities in rural areas of Yunnan Province.Some measures and suggestions were proposed from the aspects of the government function and policy,investment and operation mechanism,land use system,primary water management and construction of civil communication channels.
