摘　　要：统计数据表明,从1870年到2009年,西方英、法、德、美等13个主要发达经济国家的政府开支,占GDP的比重从10.4%飙升到47.7%。毋庸置疑,＂有限＂政府渐行渐远,＂无限＂既成事实的同时也伴随着预算膨胀的过程。通常对于债务人而言,＂借金还银＂的冲动根深蒂固,尤其对于手握发钞权的政府而言,自然亦不例外。Experience has shown that,in the past few decades,China's economy decision-makers' flexibility and policy innovation created the reality of Chinese economy's double-digit growth.In the currently,because the increased uncertainty in the macroeconomic situation,we even can not underestimate China's economy decision-makers' ability and creativity.
