国内银行践行社会责任的内部督促机制分析

摘　　要：当前,国内银行业践行社会责任的表现并不尽如人意,内部督促机制的不足是其中的一个重要原因。内部督促机制存在的问题主要表现在两个方面:其一是国内银行机构设置的社会责任管理部门的层级太低或存在技术性问题,难以在银行决策中贯彻社会责任意识;其二是多数银行仍然没有建立全面的社会责任管理制度体系,社会责任管理缺乏制度化、长效化的机制保障。为此,我们必须从商业银行践行社会责任的企业文化、决策机制、具体管理机制以及相关制度规范的改造与完善入手,提高银行业践行社会责任的能力。Currently there is a general dissatisfaction with the practice of shouldering social responsibility（SR） by Chinese banks and a major factor for this is the inadequate internal supervision mechanism.Problems with the internal supervision mechanism are twofold：（1） that the level of administrative departments for SR in Chinese banks is too low within the hierarchy of management or there are technical problems with those departments,which results in difficulty enhancing SR awareness in the policy-making phase;and（2） that most banks have not yet established a comprehensive management system for SR and therefore lack a mechanism ensuring an institutionalized,sustainable and efficient SR practice.This paper argues that we must start from enhancing the corporate culture of SR practice in commercial banks and improving policy-making and specific management mechanisms and supervision norms,in order to improve Chinese banks＇ ability to shoulder SR.
