摘　　要：建立城乡双向流通的商贸流通体系是扩大内需、实现城乡一体化、实现城乡统筹、推进城乡市场一体化、提高农民收入的重要举措。城乡双向流通的商贸流通体系的战略目标是实现城乡之间各自分割和封闭的单向商贸流通体系向城乡之间互动融合的双向流通体系转变。战略内容包括建设城乡双向流通的物流体系、市场体系、商贸组织体系、商贸服务体系、商贸流通现代业态体系。战略重点在于城乡市场分割的消除、新业态模式的引入、农村流通主体的培育、城乡流通在供应链上的联系等方面。从城乡统筹视角出发,应从政策支持系统、组织支持系统、制度支持系统、环境支持系统几方面来建立城乡双向流通的商贸流通体系的支持系统。A urban-rural-two-way-flow commerce system is an important measure that expands domestic demand,realizes the urban and rural integration and coordination,promotes the integration of urban-rural markets and improves the income of farmers.The strategic goal is the transition from the one-way-flow commercial circulation system to the urban- rural-two-way-flow commercial circulation system.And the strategies include the urban-rural-two-way-flow logistics system,market system,business organization system,business service system,modern business format system.The strategic core is to eliminate urban-rural market segmentation,introduce the new business format mode,cultivate the rural commercial circulation business and integrate the urban-rural supply chain system.In conclusion,based on the perspective of the urban-rural harmonious development,we should construct the policy support system,the organizational support system,the institutional support system,the environmental support system.
