摘　　要："十一五"期间,湖南省的节能工作取得了良好的成绩,圆满地完成了节能目标,初步建立了节能工作体系。"十二五"期间,湖南省推进节能工作面临着严峻的形势,如何破解"十二五"节能工作困局,文章重点从技术节能与管理节能的角度提出了完善六大体系、深挖技术节能潜力、强化节能保障的对策建议。During the ＂Eleventh Five-Year＂ period,good achievement has been made in Hunan province on the work of energy-saving.The energy-saving target has been successfully completed,and energy conservation system has been established initially.But more severe situation we will be facing during the ＂Twelfth Five-year＂ period.How track the embarrassment in the energy conservation work of ＂Twelfth Five-year＂？This paper proposes the countermeasures and suggestions of perfecting 6 systems,deep-cutting technical energy saving potential,strengthening energy emphatically from the angle of technical energy saving and management energy saving.
