摘  要:针对燃煤电厂发展中存在的电能与环境冲突问题,我国政府已经把环境监管纳入燃煤电厂管理的方法当中。本文分析了在电能与环境的协调监管下[1],探究如何激励燃煤电厂减少排放SO2,结合现有排污收税机制和排污权分配机制,运用激励性规制原理,构建了燃煤电厂激励性减排机制。通过对机制的激励相容分析,得出激励性减排机制比排污收税机制和排污权交易机制,更能够促进燃煤电厂减少SO2的排放,同时也能够控制整体的SO2排放水平,从而实现电能与环境的可持续发展。Focusing on conflict about Energy and the environment existing on the Development of coal- fired power plant, environment regulatory of the coal- fired power plant has been incorporated into management methods by the Chinese government. In this paper, under the coordinative supervision of the electric energy generation and the environment protect, we can inquiring on how to stimulate coal - fired power plants to reduce emissions in llne with the existing emissions tax mechanism and emissions distribution mechanism. By using use incentive regulation principle, the Incentive emission reduction mechanisms of coal- fired power plant was constructed . Through analysis on the compatibility of incentive mechanism, in the promotion of emission reduction, incentive emission reduction mechanism is better than the emission tax mechanism, but also to control the overall level of emission, in order to achieve sustainable development of the power generation and the environment protect.
