摘　　要：社会保障制度是社会的安全网,是经济可持续发展的"调节器"、社会发展的"减震器",是现代政府管理社会经济生活的重要工具。本文选取具有代表性的16个与社会保障水平相关的具体评价指标作为山东省17个城市2009年社会保障水平综合评价的原始指标,运用因子分析和聚类分析方法对这16个指标数据进行因子分析处理,然后对各个城市的社会保障水平进行客观的分析、比较和评价,最后得出相关结论,为政府部门决策提供参考。The social security system is just like the social safety net and the ＂regulator＂ of the sustainable economic development and the ＂shock absorber＂ of social development, and it＇s an important tool for the modem govemment to manage the social and economic life. The thesis selects the typical 16 concrete evaluation indexs as the comprehensive evaluation of original indexs of the social security leval of 17 cities in Shandong province. By factor analysis and cluster analysis, each city＇s social security objective analysis, comparison and evaluation can he given on the basis of the factor analysis with 16 indicators. At last, a conclusion is drown to provide a reference for govermnent decision- making.
