多中心治理理论视角下重大突发性公共事件治理网络框架研究

摘　　要：对多中心治理理论的深度挖掘和实践层面上的适度应用,可以为公共治理寻求新的出路,为危机应对提供新的范式。以多中心治理理论为视角,对传统危机管理理论进行反思,认为重大突发性公共事件网络治理应以专业机构为中介的双轴机制,从而实现政府、公众、社区、媒体、非政府组织、企业等多元主体的交流、互动与渗透。The deep excavation and moderate application into practice of polycentric governance theory not only point out a new way for public governance, but also provide a new model for dealing with crisis. Reflecting on traditional crisis management theory from the perspective of polycentric governance theory, I think the governance network of major sudden public emergencies should apply the dual-axis mechanism mediated by specialized agencies, thus achieving the exchange, interaction and penetration of multiple subjects, such as government, citizens., communities, mass media, non-governmental organizations, businesses and so on.
