摘　　要：界定制度非均衡的含义及均衡条件,在基于医患对制度的供求分析及医患关系中制度的非均衡性分析的基础上,重点分析政府制度约束对医生行为的微观经济分析和医生行为与患者之间的微观经济分析,最后提出了制度非均衡性下医患管理的政策建议。Defining the connotation of systemic non-equilibrium and the equilibrium conditions bases on the analysis on the supply and demand by doctors and patients,and the systemic non-equilibrium in doctor-patient relationship.The writers dealt mainly with the micro-economic analysis on the constraints imposed on doctors＇ behavior by the governmental system and on doctors＇ behavior and patients.Then,they put forward the policy suggestions of doctor-patient management in systemic non-equilibrium.
