扩大内需条件下长三角提高对外开放水平的新战略选择

摘　　要：扩大内需已经成为我国经济发展战略体系中的核心战略之一,长三角必须改变过去三十余年对外开放所遵循的出口导向条件,其对外开放的方式转变和水平提升必须围绕扩大内需这一前提条件。扩大内需条件下长三角提高对外开放水平意味着产业重心从制造业转移到服务业,在当地制造业全球化的基础上推动当地服务业的全球化;新条件下长三角对外开放瞄准自身的战略定位,与沿着一体化发展思路下率先实现现代化一致。高铁时代下长三角日益变平,这要求其内部城市间对外开放竞争的准则转变为在扩大内需条件下以人才建设为基础的创新能力竞争;而长三角企业要借助扩大内需机遇,实现从全球价值链参与者向国家价值链主导者的转变,实现对外开放水平的再次提升。Expanding domestic demand has been one of core strategies in system of Chinese economic development,and Yangtze River Delta needs to change the condition of export-orientation in opening up in the past thirty years,and its new way and level improvement of opening up should center on the precondition of expanding domestic demand.Level improvement of opening up under expanding domestic demand means industry focus transfers from manufacturing to service and propel the globalization of domestic service based on the globalization of domestic manufacturing.Yangtze River Delta needs to open up targeting on its strategic aim,to firstly realize modernization by integration.In the high speed railway era,it becomes much flatter,and this requires internal cities change the competition rule of opening up to innovative capability competition based on the human capital.Corporations in Yangtze River Delta also need to make full use of this opportunity of expanding domestic demand to realize the transformation from actors of global value chain to governors of domestic value chain,and to improve the opening up level again.
