摘 要:在界定节水农业综合效益概念和内涵的基础上,从经济、环境、社会三方面提出节水农业综合效益价值评估指标体系,应用基于单位化约束条件的综合集成赋权法确定指标权重,建立以货币为衡量标准的节水农业综合效益评估模式。以皂河灌区为例,对节水农业经济、环境、社会及综合效益进行估算,即估算节水农业实施后年效益流量,分析节水农业效益价值动态演变,增长速度与稳定性、费用效益及敏感性。研究结果表明,节水农业综合效益逐期递增,且逐渐呈现稳定增长的态势;社会效益占综合效益比例最高,达50%以上,其次是环境效益和经济效益。各项效益增长速度与稳定性存在显著差异;节水农业费用效益比、净现值及经济内部收益率较高,且具有承受不确定性风险的能力。Based on the concept of comprehensive benefits of water saving agriculture,the assessment indicator system,including economic benefits,environmental benefits and social benefits,was proposed to quantitative assessment for comprehensive benefits of water saving agriculture,index weights were calculated by combination weighting method based on unitization constraint conditions.The quantitative assessment mode which was traditional market method multiplier method was built.Taking the water saving agriculture of Zaohe Irrigation District as a case study,the economic benefits,environmental benefits,sociality benefits and comprehensive benefits were calculated is and growth and stability,cost-benefit and sensitivity of all benefits were analyzed.It is concluded that all benefits displays generally to be increasing and growth and stability existence difference.The social benefits have the highest proportion,accounted for more than 50% of comprehensive benefits,and the second is environmental benefits and economics benefits.The water saving agriculture shows a higher benefit cost ratio,net present value,internal rate of retune and uncertain risk ability.
