摘 要:基于二层规划理论,构建了能量与旋转备用的协调优化模型。模型分别以发电费用和反映旋转备用配置相关的指标函数为上层和下层决策的目标函数,计及网络约束和发电系统的'N-1'安全约束,将备用容量的配置与预想可靠性水平联系起来,从而明确了旋转备用需求和各发电机组所承担备用的份额。模型的分层结构较好地体现了主能量市场和旋转备用市场的主辅关系,而下层决策目标函数的灵活性可适应电力市场的不同发展阶段。以IEEE30节点系统为例进行仿真,验证了模型的有效性。Based on bi-level programming theory, a coordination optimal model of energy and spinning reserve is established in this paper. In this model the generation cost and the index function reflected the reserve allocation are taken as the upper level and lower level optimization object, and the network and "N-1"security constraint of the power system are considered. The allocation of reserve capacity and the preconceived reliability level are related, thus the spinning reserve requirement and the reserve rate of each unit are determined. The structure of the model reflects principal and ancillary relationship between the energy market and the spinning reserve market, and the lower level's aim function is also adapted to the different periods of the power market development. And an IEEE-30 bus test system case is used to demonstrate the feasibility and validity of this proposed model.
