我国建设低碳农村的法律保障机制研究——以湖南省为例

摘　　要：低碳农村建设是节能减排和发展低碳经济的重要载体。正处在加快推进新型工业化与城乡一体化进程中的湖南省,建设低碳农村、推动低碳经济是实施可持续发展战略的必然选择。针对目前湖南省低碳农村建设存在的问题,笔者紧密结合湖南省农村的实际情况,从法治建设角度提出完善相关法规制度、加强执法力度、构建保障低碳农村发展的制度体系。Low carbon countryside construction is an important carrier for energy-saving and emission-reduction and developing low-carbon economy.As Hunan Province is promoting new type industrialization and urban-rural integration,it is necessary to construct low-carbon countryside and to promote low-carbon economy so as to carry out sustainable development strategy.In response to the problems in construction lowcarbon countryside in Hunan Province,considering the reality of countryside in Hunan Province,suggestions are proposed from the legal construction aspects such as perfecting relevant regulation policy,reinforcing law enforcement,and constructing policy system that could ensure the development of low-carbon countryside.
