浅析新型农村合作医疗实践中存在的问题

摘　　要：新型农村合作医疗制度是我国政府关注"三农"、关注民生,切实解决农民就医问题的一项基本制度,对缓解农村看病难、看病贵的问题,起到了积极作用。但是,由于新型农村合作医疗制度处于初步实施阶段,其制度体系还存在着许多待解决的问题。作者通过对这些问题尤其是筹资机制、补偿机制及医疗保障等问题的调查分析和研究,提出了解决新型农村合作医疗制度实施过程中相关问题的建议。As a basic policy of Chinese government to care about ＂the problems facing agriculture, rural areas and farmers＂ and the people＇s livelihood and to solve the problems of farmers＂ medical treatment, the new rural cooperative medical care system plays a positive role in solving the problems of the difficulty and high cost of getting medical service in rural areas. However, the new rural cooperative medical care system is in the start-up stage, there are still many problems to be solved. Through the researches on some aspects in this system, especially its funding mechanism, compensation mechanism and security policy, this paper gives some advices for the implementation of the new system.
