论广西地方政府国际合作能力建设的困境与对策——基于中国—东盟自由贸易区建设的视角

摘　　要：广西在中国—东盟自由贸易区建设中具有着明显的区位优势和重要的地位,加强广西地方政府国际合作能力建设,是拓展国家利益和广西地方利益战略举措。广西地方政府国际合作能力建设在涉外组织、涉外制度、涉外政策、政府人才队伍、政府文化以及国际合作同盟六个方面存在困境,构建以培育政府文化为先导,以培养政府涉外管理人才为核心,以政府涉外机构建设、涉外制度建设与涉外政策完善为主体,以政府的省际协作、政府与企业合作、政府与社会组织合作为补充的政府能力国际化建设路径体系,促使广西地方政府走出国际合作能力建设的困境。Guangxi enjoys an obvious geographical advantage and important position in CAFTA Construction.Strengthening local governments＇ international cooperation capacity building represents important strategic initiatives for expanding national benefits as well as Guangxi local benefits.Guangxi local governments＇ international cooperation capacity building faces dilemmas in terms of foreign affairs-related organization,foreign affairs-related system,foreign-related policies,government talent team,government culture and international cooperation union.To lead Guangxi local governments out of the dilemmas of international cooperation capacity building,the article attempts to construct the route system for governments＇ ability internationalization.
