摘　　要：在当前全面建设和谐与小康社会的攻坚时期,需要进一步加强社会保障制度建设与完善社会保障体系。我国社会保障制度改革虽已取得较大成就,但也存在着法制建设滞后、覆盖面窄、统筹层次低等问题。因此,要加快社会保障立法体系的建设和完善,扩大社会保障覆盖面,并且分阶段提高各项社会保障的统筹层次,以推进和谐小康社会的建设。In the current difficult period of constructing a fairly well - off and harmonious society in an all - round way,it needs to enhance the construction of social security system and further improve the system. Though we have gained tremendous achievement on social security system reform, there are still some problems in existence. Therefore, we should accelarate the building and improvement of legislation for social security, broaden the coverage of social security, and im- prove the planning level of social securities in order to enhance the building of a harmonious well-off society.
