“限塑令”政策实施有效性的后评估调研

摘　　要：为掌握国务院＂限塑令＂政策的实施效果,评估＂限塑令＂政策的有效性,分别在2008年3月、10月及2011年4月这3个特征月中各选取1周的连续时间,对上海市杨浦区3个按房价高低划分的高、中等及普通收入水平小区中居民塑料袋的消费总量以及不同类型塑料袋的消费数量进行多次抽样调查。调查结果表明：＂限塑令＂实施3年来,居民塑料袋消费总量先下降后反弹,但总体低于＂限塑令＂实施前;塑料袋有偿使用制度执行部分有效;不同类型塑料袋使用数量变化趋势各异;超薄塑料袋禁止基本未实现;塑料袋收费的敏感群体有所转变。To know the effect and to assess the effectiveness of the implementation of the ban policy on free plastic bags issued by the State Council,several sampling surveys were conducted in March and October 2008 as well as April 2011 each for one whole week towards residents in three communities in Yangpu District of Shanghai representing high,medium and low incomes,respectively,to get the information about their consumption in total as well as classified into different types of plastic bags.The results showed that,within three years since the implementation of the ban policy,the total level of plastic bag use had dropped first and then rebounded but overall at lower level than before.The paid-use system of plastic bags has partly been effective.Trends of using different types of plastic bags varied a lot.The prohibition of using ultra-thin plastic bags has basically not taken effect,and the attitude of the group sensitive to charged plastic bags has somewhat been changing.
