德国节能减排政策措施及其监管体系对我省的启示

摘　　要：德国是一个能源相对匮乏的国家,通过制度建设、立法定规、经济措施、技术手段和广泛参与等方法,德国成为世界节能减排工作的典范,对我们开展节能减排有很好的启示,建议我省推进节能减排工作,要从完善节能减排法规和规划、建立评价考核体系、发展循环经济、调整优化结构、强化技术研发推广、等方面加大工作力度。Germany is a country in lack of resources. Through the legal, economic and technical measures and thorough involvement, Germany has become the role model of the work of energy saving and mitigation of CO2 in the world. We can learn from Germany in terms of the work of energy saving. In order to implement the work of energy saving and mitigation of CO2, we should work harder in improving its laws and principles, constructing assessment system, developing recycle economy, reinforcing technology development, etc.
