后单位社会民生建设中的国家责任机制分析——以辽宁省棚户区改造为研究个案

摘　　要：以棚户区改造为主要表现形式的民生建设构筑了中国后单位社会国家责任表现形式,构成了民生工程研究的"中国寓意"。单位社会中政府对社会空间的长期高度控制、民众的单位倚赖心理长期浸淫和资源国家独控等赋予国家提供保护的责任。相对于单位社会,后单位社会至少有三个方面的特征,:(1)市场经济的运作规则逐渐成为社会关系的协调机制,功利化原则成为个人利益关系协调的经济文化基础;(2)单位人的社会理性正在增加,功利化的个人利益关系网络形成改变了单位社会的社会基础;(3)随着单位制的逐渐消解,以社会或社区为主要生活场域时代的来临。而与此相关的是整个社会的生存方式和发展逻辑也会随之发生根本性的改变,集团收益效应正在公共事务管理和棚户区居民利益自我维护上发挥作用。在实然意义上棚户区居民的社会地位底层化、个体化和社会关系网络构建的功利化是后单位社会民众利益寻求国家保护的社会基础。后单位社会是市场转型的直接后果。市场转型直接导致中国社会资源配置逻辑的变换。对于棚户区改造中社会资源的国家主导配置而言,它实际上包含了四个方面的内容,即国家保护的动力、能力、合力和激励功能,其机制从棚户区改造本身的意义来看体现为国家的回归,从而推动社会的和谐发展。The shantytowns rebuilding as the main form of livelihood development is a manifestation of state responsibility in After-the-unit society,constitutes a study of livelihood projects,'meaning China.' In unit society,it is need countries to provide duties of protection because that government's long-term high controlling in social space,people's psychological relying on unit,state controlling of resources alone as so on.Relative to the unit society,After-the-unit society at least have three characteristics,First,the operating rules of the market economy has become the coordinating mechanism of social relations,the utilitarian principle has been the economic and cultural base of coordination in personal interest;Second,the people of unit is to increase social rationality,utilitarian in network of personal interests also changes the social basis of unit social;Third,with the gradual digestion of the unit system,there is another social life quite different from unit society is nurtured,that is,society or community as the main Field has coming.which is associated with is fundamental change in the way of social life and the developmental logic,and Group revenue effect is playing a role in management of public affairs and squatters' maintenance of self-interest.However,in the real sense of squatters on the bottom of the social status,utilitarian of individual and social network building is the community foundation of social protection which people looking for interests in After-the-unit society.After-the-unit society is a direct consequence of market transformation which directly lead to logic transform.in Chinese allocation of resources.As to the state-led social resources,In Shantytowns rebuilding,it actually consists of four aspects,the protection of state power,ability,effort and stimulants.The mechanism itself from the sense of shantytowns,reflects the return of the country,promote the harmonious development of society.
