摘 要:构皮滩水电站过坝通航建筑物是乌江下游航道的起点,根据工程技术经济论证结果,电站工程开工时过坝通航设施采用缓建方案。但随着下游梯级电站的提前开工建设,尽快实现河道通航的需求与过坝设施缓建方案矛盾日益显现,建与缓建争议不断,最终根据宏观发展战略需要确定了同步建设、立即开工的决策。分析了过坝通航建筑物建设中存在的主要问题,提出了对策建议,希望对其他类似水电工程建设决策有借鉴作用。The navigation structure of Goupitan Hydropower Station in Wujiang River is the starting point of downstream navigation channel, and according to the technical and economic feasibility studies of Goupitan Hydropower Station, it will be constructed a few years later than the main works of power station. With the advanced construction of downstream cascade hydropower stations, the conflict between the demand for river navigation as soon as possible and the later construction of navigation facilities in Goupitan is becoming more and more intense, and finally, the navigation structure is decided to construct simultaneously with main works of power station based on the macro development strategy. The main problems existing in the construction of navigation structure are analyzed and the and suggestions are put forward herein. The practice can provide references to the decision-making of similar hydropower proiects
