摘 要:三峡枢纽工程实行"静态控制、动态管理"的投资管理模式。为科学管理动态投资,国务院三峡工程建设委员会办公室会同三峡总公司,委托中介机构分期编制《三峡枢纽工程价差计算办法》,并承担分年度价差报告的编制工作。从价差计算范围、原则、依据、计算基期、计算方法、审批程序,以及价差计算公式、主要参数的选取等几个方面进行了总结。价差计算成果表明,其控制投资的效果良好。结合三峡枢纽工程价差计算的实际,对基本建设工程项目的价差计算提出了几点建议。The Three Gorges Project (TGP) has implemented an investment management mode of "Static control and dynamic management". In order to scientifically control the dynamic investment, the state Council Three Gorges Project Construction Committee Executive office and the owner entrusted a consulting company to develop "Three Gorges Project Price Differential Calculation Method" by stages and draft annual report as well. The price differential calculation is summarized herein from ranges, principles, base period calculations, calculation methods, approval procedures, price differential calculation formula and main parameters selection. The calculations show that the investment control is effective. Some suggestions are also given on the calculation of price differential for infrastructural construction projects based on the practice of TGP price differential management.
