摘　　要：河北公安边防总队通过实施爱民固边战略，发挥了乡村先进文化对社会软治理的引领作用，用承栽着乡村先进文化内容的、群众喜闻乐见的形式来影响群众，从而实现了社会协调，加深了沿海地区村民对于社会的认同感以及对于社会价值的遵从。Hebei Border - control Division plays the leading role of the advanced rural culture to the social soft governance. With the rural advanced culture enhancing human rational values to promote the comprehensive development, effecting each person＇ s thinking and way of life is an important task of social soft governance, through the integration of the advanced rural culture to promote social cohesion and to maintain social order in coastal areas. Education of the masses with the form of the advanced rural cultural content is accepted by the masses, resulting in social cohesion and enhance coastal villagers for social identity and with compliance of social values.
