摘　　要：行政听证是行政程序的核心制度,对于保障公民权利的实现及促使行政机关行政公开能够起到重要作用,但这一作用在行政执法实践中却往往演变为了形式过场,受到民众的质疑。其原因是多方面的,而对行政听证纠纷解决功能的忽视正是众多原因之一。重视行政听证的纠纷解决功能,并在此视角下对行政听证主持人、参加者和适用范围等方面进行完善,无疑能够保障行政听证程序的有效进行。Administrative hearing system is the core of administrative procedures,it can play an important role in public adminis-tration for the protection of the rights of citizens to achieve and make the executive,but the role of practice in administrative law enforcement is often turned over to the form field,questioned by the people.There are many reasons,and ignoring dispute resol-ution functions of the administrative hearing is one of many factors.Attention to the dispute resolution function of the administra-tive hearing,and in this perspective of the administrative hearing presenters,participants and scope of application areas such as so-und,no doubt to protect the efficient conduct of the administrative hearing process.
