韩国劳动力补缺替代分析及对我国的启示

摘　　要：通过对外国劳动力与韩国劳动力的供给行为特征比较、外国劳动力对韩国本地劳动力市场的补缺替代效应的分析,指出外国劳动力大部分流向韩国本地劳动力回避的次级劳动部门,缓解了韩国劳动力结构性短缺的问题,对韩国劳动力市场表现出较强的补缺效应。在我国人口红利逐渐消失、刘易斯转折点临近的背景下,"民工荒"与"洋黑工"现象突出的产业集聚地区应坚决禁止非法劳工的流入。同时,根据韩国在内的东亚经验,外国劳动力的流入在我国会呈现增长趋势,因而,需要重新思考限制外国低技术工人入境的政策。Through a comparative study of South Korea＇s foreign labor and labor supply behavior,an analysis of foreign labor substitution effect in Korea local labor market,and a study of China＇s labor supply and demand,this paper pointed out that South Korea＇s labor structural shortage problem has been eased,as most of the foreign labor have been flowed to the secondary labor department and it showed strong fill a vacancy effect.Moreover,in the backgrounds that China＇s demographic dividend is gradually disappearing and Lewis turning point is approaching,at the ＂labor shortage＂ and ＂foreign illegal workers＂ phenomenon conspicuous industry gathering areas,the inflow of illegal workers should be firmly against.In addition,according to the experience of East Asia,including South Korea,we can try to receive limited legal foreign labor because the inflow of foreign labor will show growth trend.
