摘　　要：西部经济开发过程中出现了地方政府间的不当争夺资源、地方保护主义等恶性竞争行为,暴露出我国地方政府协调的相关行政法制缺陷。制定和完善相关政府间关系法律法规,建立起行政协议机制,进一步健全行政诉讼法律制度,可以对地方政府恶性竞争进行有效行政法规制。In western China economic development there exists destructive competitive behaviors such as unfair competitions toward resources and local protectionism, which reveals the defects in the relevant administrative regulations on the modera- tion among local governments. By formulating and completing laws and regulations on relevant administrative relations, establishing administrative negotiation mechanism and further improving administrative procedural law system, can administrative regulations effectively constrain the destructive competitions among the local governments.
